Description
Subject Matter Expert (SME) will conduct a roles and missions review of the Saudi Arabia National Guard (SANG) and provide advice on the restructuring of their Headquarters. The SME will operate as part of a diverse Team of highly trained professionals located in Riyadh, KSA and coordinate with a remote pool of functional experts as required. This position requires experience with force design, equipment and manpower documentation, and resourcing. It also requires knowledge and understanding of organizational departments and functions, governance processes, and enabling IT functional requirements. Experience applying the DOTMLPF framework to assess the existing organizational design, identify gaps, and formulate solutions is desired. This position requires deep understanding of the linkages and interdependencies from the strategic to the tactical level in order to operationalize implementation of the KSA Ministry of Defense Headquarters restructuring plan for the Saudi National Guard. The SME must have a clear understanding of U.S. Joint and Army Doctrine, and how those concepts and capabilities can be scaled and adapted to support the restructuring of the Saudi Arabia National Guard.
Essential Functions
• Apply operational and strategic level experience to inform organizational design, functional requirements, and the development of enabling governance processes
• Provide subject matter expertise in the areas of organizational design, strategic planning, training and education, and infrastructure management
• Create a restructuring implementation plan that integrates required governance processes, training and education requirements, IT functional requirements, and budgetary considerations
• Understand and apply U.S. Joint and Army Doctrine to scale and adapt concepts and capabilities to inform the restructuring of the SANG HQ
• Coordinate, as required, with the remote pool of functional SMEs for specialist on-demand support
• Provide appropriate recommendations to the Program Manager to support on-time development of the HQs Operating Model
• Identify and document Lessons learned throughout development of the HQs Operating Model
• Exhibit culturally appropriate interpersonal and negotiation skills
Required Qualifications
• Retired US Army Brigadier General or Colonel
• Excellent written and verbal communication skills
• Experience in the reorganization and manning of a strategic HQ; specifically, designing the Headquarters to meet requirements.
• Expertise in Strategic Planning in a Military Headquarters
• Demonstrated management and planning skills
• Demonstrated experience and knowledge training with Coalition partners
• Advanced Microsoft Office Suite Skills (emphasis in Microsoft Word and PowerPoint)
• Previous work experience in the Middle East is preferred
• Possess active US Secret or higher security clearance
• Possess a valid US Passport (with more than 6 months to expiration)
Education and/or Experience:
• Master s Degree in military science, national security studies, or a related field
• War College Graduate or MEL 1 equivalent
• Served as a Brigadier General or Colonel on Corps, Army, or COCOM staff
• Served as a member of a joint or major component command within the last five years
• Ten or more years of military staff experience in strategic and operational planning, doctrine development, and policy formulation
• Worked with foreign military forces in an advisory and/or training assistance role
• Work history in the Middle East desired
• Experience in headquarters reorganization that includes staff training and development, policy formulation, and developing organizational governance processes
